LMAO Jay...you really have no idea what you're talking about here. I understand your viewpoint, but peel off your "people's superman" suit for a second.
Imagine a small city that even sleeps most of Friday and Saturday nights, with not much to do. A non-diverse culture, that really has no idea how to have a good time and enjoy their surroundings. Nothing like Toronto's shopping districts that are predictably rammed for vast periods of any day they are in operation.
You're left with a city that has a few shopping malls, the most popular of which is only busy for a couple hours on each of its busiest weekend days. Come nightfall, there is really nowhere for teens to hang out, since clubs are 21 & over for the most part. Since this mall is in Cheektowaga, and there is no useful subway system, the 18+ clubs downtown aren't easily accessible for those who are able to get in. Downtown Buffalo has NOTHING to offer besides clubs and the sports arena.
This is all that kids have to do. Kids camp out in the food court area in large groups, harassing people and causing trouble, VERY RARELY buying anything.
Your political plight would fail geatly in this situation. While I'm on your side in many others, this is one wheret you would agree with me if you knew more about the matter.
FYI - they don't ID at doors of this mall. If you're loitering, causing trouble, and not shopping, you're not welcome, as you shouldn't be in any place of business. If you're 16/17, and you're shopping, they're not going to give you grief.
