Command prompt when double-clicking folders (XP Pro)

argh!

When I double click a folder; instead of "exploring" the folder it just opens a command prompt in that location.. I know there's an option for this in the Tweakui Powertoy but I've not got it enabled.

This effects all folders, including drives in My Computer.

Any ideas? This just happened completly out of the blue.

edit: Also the default option when I right-click is Open Command Window Here
