Hmm, I don't know the bus sistem from Lisbon and the timetables; and it depends too where are you coming from; if you look at the map, try and discover the bus(es) that serves you better, and then go to the timetable page to see the times.
If you choose the metro, Alcântara does not have a metro station; your best solution is catching the Green Line, to Cais do Sodré (the last station), and from there a train to Alcântara-Mar. You'll have trains each 30 minutes until 23:30 (or you could walk from Cais do Sodré to the place of the event, perhaps 2/3 km's of distance ).
Now, your other questions:
About the bags, I really don't know. Maybe not, but I have no idea about that.
The tickets are on sale online (www.plateia.iol.pt, www.ticketline.pt), on the FNAC stores (there's one in the Colombo Shopping Center, near Estádio da Luz, other in Chiado in the Chiado Shopping Center), and in the place, but there, the prices will be higher (20/25€, I'm not sure).
