If you compare the arcade version to the snes version, I think there's more than the moon that's different.
Of course there's the graphics, but also some movements that are not fully detailed in the snes version. The arcade version was more complete and a few animations in the arcade version wasn't in the snes version. I don't think there was some big ones so you didn't really notice it.

I'm not 100% sure. But if the arcade version was more complete, then why not put up a moon? That's Ryu's stage right? I might be wrong, but there was something with Ryu's stage and a moon as extra detail in arcade version or a Champion edition I believe.

Again, I'm not 100% sure. But I hope it helped out a bit at least

(I'm not a big Street Fighter fan)

yep, there was the bats, (but they were added on da second release of the snes version (sf: turbo) but the moon wasnt added. and like you said other shits werent added, infact there was alot of differences in every stage, like guiles, (da couple sitting on some crate, the grenades, da rockets on da jet). but to this day, i wonder if they didnt add them on the console just so you can go pay 25cents in da arcade cuz it looks cooler. i dunno i'm stumped

Yeah, they probably did. Since the arcade version was better, it would surely get people to pay those 25 cents just to see a moon in Ryu's stage and some extra animations. I think some sounds were missing in the snes version too when I think about it.
It was the same with the megadrive version (maybe that was the champions edition, not sure). Some animations weren't added just so you could see how much cooler the arcade version was.

the snes could animate a limited number of sprites (group of pixels) on a screen.

So of course there was little details removed from the SNES version compared to the arcade.
