Why are you trying to convert from Mono to Stereo? Do you realise it will make no difference the quality of the sound?

Don't even bother.....go download another copy that is in stereo. All you will be doing is pushing the same sound through both channels, you cannot get a stereo image that way.

put it through a phase shifter
adjust it with either left or right phase and u should get a stereo copy.
or literally double the channels
mono is centered right?
take that centred track and make a duplicate for each LR channel in sound forge or something.
I'm only trying to convert mono to stereo so the stupid file will burn no other reason. Seems like the cdrwin will not recognize any file thats in mono. Thanks to those that halped.
