StereoPrincess is right, the bacteria that causes the decomposition of this sort needs oxygen. The byproduct of course is methane which if in high enough concentrations, can be poisonous. These people obviously suffocated...
On a side note, this is growing problem of landfill sites. Since more garbage is piled on, the waste at the bottom receives no oxygen and can't decompose. There have been reports that they've found newspapers from the 1920's in relatively good shape despite being found in a dump.
