apons ban to expire Monday

SAN FRANCISCO, California (AP) -- Ten years after it was born out of the carnage of three California mass shootings, the federal assault weapons ban is fading out of existence Monday.

While manufacturers look for a boom in business as people buy up previously banned weapons like AK-47s, Uzis and TEC-9s, police chiefs warn of an upsurge in crime.

The law's chief sponsor, Democratic Sen. Dianne Feinstein, is urging retailers not to sell the disputed weapons, while hoping for a change in the nation's political climate.

Feinstein was horrified by the 1984 shooting rampage at a McDonald's in San Diego County that killed 21 people and the massacre of five people five years later at a Stockton elementary school yard.

But it was the shooting at a law firm in San Francisco in 1993, in which eight were killed and six wounded, that persuaded her to push for the assault weapons ban.

"It was the ultimate shock," Feinstein said in an interview. "That building is one of the great economic citadels in the city, and you see this prestigious law firm. And then -- boom. Someone comes in, aggrieved, and goes right through the place."

Just over a year after the San Francisco shootings, President Bill Clinton signed Feinstein's bill into law. It banned the sale of 19 specific semiautomatic weapons and ammunition clips of 10 rounds or more.

Former Presidents Gerald Ford, Jimmy Carter and Ronald Reagan wrote to all members of the House to encourage them to pass the ban at the time.

But it was set to expire exactly 10 years later if it weren't renewed in Congress, and President George W. Bush never pushed Congressional leaders to move the renewal legislation.

Loopholes allowed manufacturers to keep many weapons on the market simply by changing their names or altering some of their features or accessories. And because existing weapons and large ammo clips were protected by a "grandfather" provision, many pre-ban guns remained in use.

"The bill's not perfect; we could have written a better bill," Feinstein says now. "I just didn't know how craven the gun manufacturers would be."

Studies done by pro- and antigun groups as well as the Justice Department show conflicting results on whether the ban helped reduce crime.

California and other more urban states, including Massachusetts and New York, have passed their own laws curbing the use of assault weapons. Some of those are more stringent than the federal ban.

Criminals don't care about laws, they don't buy guns legally, they buy them off the street ban or no ban. They are criminals, does it make it better if they create their crimes legally by using handguns or other auto weapons instead?

If you are going to ban weapons ban them all, not just a select few.

Well if anything is to blame it's the fact that it's an election year.

Bush said he would sign any bill that passes his desk to extend the ban. But the thing is is that nobody is going to draft a bill to do such a thing. Republicans don't want to do bercause it'll piss off the NRA, and the democrats certainly don't want to do it because it'll piss off the NRA.

DJ White House Says Bush Opposes End Of Assault Weapons Ban
2004-09-13 12:34 (New York)

By Alex Keto
Of DOW JONES NEWSWIRES

WASHINGTON (Dow Jones)--Just hours before a ban on the sale of certain types
of assault weapons ends, the Bush administration insisted Monday President
George W. Bush opposes the end of the ban.
However, White House spokesman Scott McClellan couldn't name a congressional
leader Bush has called on the issue or point to any efforts the president has
made to get the ban renewed.
Bush has said he opposes a lifting of the 10-year ban on assault weapons.
However, Congress has failed to take action on the matter and the ban will
expire at midnight.
"His (Bush's) position has been very well-known. We've restated that
position. It remains unchanged. But he does not set the legislative timetable.
Members of Congress set the legislative timetable," McClellan said.
Democratic rival Sen. John Kerry has accused Bush of actually backing the
lifting of the ban by taking no action to stop this from happening.
McClellan said the charge was baseless.
"First of all, the President's position is very well-known on the assault
weapons ban. I think it's... another false attack from Senator Kerry,"
McClellan said.
In any case, the real issue isn't whether or not specific types of weapons
are banned but whether current gun laws are enforced.
"The issue here really goes to what are we doing to reduce violence committed
with guns. And the best way to deter and combat violence committed with guns is
to vigorously enforce our laws," McClellan said.
He argued the administration's policies have been successful because rates of
violent crime are at a 30-year low.

mmm..maybe its time to make office space 2, featuring automatic weapons!

im more afraid of pistols than automatics since they are more concealable compared to an m4a1 or other assault rifle.

although the thought of assault weapons roaming around is still quite scary, im sure pistols have done much more damage to society than the rifles.

plus its an election year and this is another whole touchy-feely subject. but of course, its more fun to talk about than each candidates guard/navy history back in vietnam...

Reminds me of Bowling for Columbine a bit.. oh wait, I should not get influenced by Moore on this heh.. but does ring a bell though.

And ooh.. I forgot something..

Republican leaders in Congress said last week they have no plans to renew the 1994 ban on 19 types of military-style assault weapons, even as some law enforcement officials encouraged them to keep the prohibition alive. (Special report: America Votes 2004)

You might as well read the whole article.. but yeah, blame it on the Republican Leaders. not the Leader of the Republicans..
