I´m not sure, but i think u could create .cue files with notepad
Just open a .cue file, change the important parts for ur file and save it under another name
i think the structure of this file is very easy, so u will have no problems to understand it and to create a new.

This is how you make a cue file on nero, i am not sure if u can save it, but this is how you split the file to burn on to cd.
Transfer the file into the burning section, and then right click on it. Go down to prefences (i think) and a box will open up, that is fairly easy to work out, you can put lines in and take out noises and stuff. But i think cool edit also makes cue files. It is up the top of there somewhere. Juts load the file you want, and you can create a cue file. I will try and test it out soon on my other comp, and then tell you exactly how to do it, but this should help a bit
