You need to be a little more specific about what you want to do.
MPEG suit is the one that allows you to split tracks? I've got it at home. Let me know what you want to do & I'll give you an answer.

okay, cool - easy enough.
Click on the configure tag, set the codec to "plugger + (c)Alberto Demichelis"
Change bitrate to around 30 - 40Kbit/s
Choose an output directory & any of the other options.
Use a different output directory to the directory where the original mp3 exists, you don't want to overwrite it.
Untick "Always overwrite" and "Delete source files after encoding", this will ensure that the original files are still kept.
Then click on the convert tag, in the left most window select the directory where the mp3 exists, then inbetween the 2 right most windows at the bottom you'll see: ">>".
Select the file in the middle window which you want converted & then click on ">>".
Then click "convert" & the conversion will start.
If the original mp3 is at 128kbit/s or 192kbit/s, the size should drop alot when converted to a bitrate of 30 - 40 kbit/s. But the quality will also drop alot.
Lastly, have a listen to the converted mp3, check that you can still hear the song okay, also check the size of the file, to ensure that is it below the 550Kbyte limit to post onto the forum.
