There are different forms of English dialect. What is supposed to be in the video is called a "drawl". It's very prevalent in that part of the country. Then there's "creole" which is more French than english but it transfers itself to english. A good movie to watch is "The Waterboy" starring Adam Sandler. The old guy that speaks is talking a very fast creole that is not understandable. While Cathy Bates does a good job with her creole-ish accent. Then there's places like Brooklyn NY and the accents there. Robert Deniro is a classic example of that Brooklyn sound.
It's all accents and dialects and not the Queens' English everyone hoped it is.
