I have managed to browse around and find these following articles which are translations of parts of the nine commentaries themselve
Nine Commentaries 1 of 9

Nine Commentaries 2 of 9
http://english.epochtimes.com/news/4-12-13/24830.html
Nine Commentaries 3 of 9
http://english.epochtimes.com/news/4-12-13/24939.html
Nine Commentaries 4 of 9
http://english.epochtimes.com/news/4-12-14/24953.html
Nine Commentaries 5 of 9

I suppose the same website will release following articles after 5 at a later date.
Back on the topic, personally i don't think there articles would be 'that' influential whatsoever, it's probably going to create a couple of more knowledgable people in the countries (perhaps), and overseas citizens/students that have accessed the information would react with animosity at the articles or the government.
People have suggested that the gradual introduction of the 'free market' into the state would force China to become much more liberal and democracized; as an skeptic and pessimist i do not think that a free market would allow "freedom of speech" or a "free press" within the country. We've seen several incidents that people have been arrested for been whistleblower, or for accessing forbidden websites that will "corrupt the mind".
As for the 9 Commentaries, yes... i've read them all, took quite a long time though, and it did hurt my damn eyes because i have read articles in Chinese for i dunno .. 7 years. Nonetheless, the summary of the articles is just another vicious attack directed towards the CCP, and when i said vicious, i really meant it. The nature of the article demonized the Party and its legacy via a sharply contrasting the actions/beliefs of Maoism and the old Philosophical teachings of Confucianism/Taoism and also the ethics of the predominant Han in China.
However, personally i do not fully support this article's authenticity due the fact that, the western media haven't been aware or know completely of what's happening in that country in the latter half of the 20th century, the reports of brutality and tyranny could have been made-up or exaggerated.
Nonetheless, the stories and cases mentioned within 9 commentaries about the torture and murder of civilians is just sick
