If your receiver is "jammed" turning it on and off is no good. You'll have to physically unplug it for a few mintues, then plug it back in. Don't turn it back on after plugging it back in until you see the clock.
If it's a reception issue, check for snow in your dish. Anything that changes the shape of the dish will alter channel reception.
