Federal officials have told the District that it should cover the expenses by using some of the $240 million in federal homeland security grants it has received in the past three years -- money awarded to the city because it is among the places at highest risk of a terrorist attack.

I don't see any problem with it.
The federal government wants the city to use federal money to pay for the inauguration. It's not like they're asking the city to use all of the money, only roughly 5%. If there was an attack on the president or the motorcade, I'd probably consider that to be a terrorist activity, even if it was from a domestic source. Basically the government is asking DC to use the money that it gave the city to prevent terrorist activity, money the government gave DC for that purpose.
Besides, how much money do you think this event will generate for DC anyway?

what will happen is the city will itemize costs accrued during the event and will present a bill to the government, as opposed to a lump sum prior to.

naw dont think its russia the stats i read were from 2003 for south africa and the amount was 21,000 in the previous year 2002..but these stats change all the time could be a different country now.
Funny thing in the article i read (scary thing) was that it was the most dangerous place in the world to be a white farmer..food for thought..quite literally..because of the murder rate..as they were thought to have money by poorer people = prime targets.
