A particular error message or more detail would be nice.
Here are some guesses:
If your file system is NTFS, chances are you may be set as the owner of the files and may be the only one with the permissions to those files. Especially if you get "Access denied". However, none of this is useful if you're running FAT32 file system, as FAT32 doesn't have any security at all.
Right click on the file and see if there's a "security" tab. If so, you have NTFS. Open security tab and make sure other user accounts have permission to open/modify/etc file.
You may also try burning the files to a CD ROM - which should remove any security dependencies.
BTW, if you had an encrypted folder that stored these pictures before, make sure you remove the encryption settings on the file.
If you get a particular error message, try searching support.microsoft.com or google.

some programs when you install, It ask you if you want the programs to work just for you, or for all, Be sure to choose the 2nd option so that the software can work on all the accounts, The reason why cause when you install a program, Tt goes into the program files and all the accounts are sharing the same computer, So any program you install, All the user accounts will be able to use the same programs, As long as the options to allow the program to work with all users is set durring the installation, Dont know if Photoshop ever ask if you want the program to work just for me, or for all users since I never use that program, The program I use for viewing pics is ACDSee, An exellent piece of software, It can view folders with pictures by showing thumbnails.

that's not true. when you install a proggy and it prompts you if you want it for yourself or others as well, that's just a shortcut on your start menu or desktop. there's no way for xp not to install proggy just for you, unless it dumps everything in your local profile. Even if you don't have a shortcut to the proggy in your menu, you should still be able to open file through proggy (if the file is associated with it).
for example - if your jpg files were associated with the photoshop, when you click the file it should open in photoshop. bottom line - dude needs to provide more info. furthermore, I bet you he probably has it resolved already.

It kinda makes sense, the c drive IS in NTSF, the otrher drive is in NTSF too but the archives I am rescuing were in the old FAT32, as I said some of the pictures I can see and open, and some don't, that is why I am in a knot.
I can see all of the pics with my user, and I can see some with my moms user. ALL of the pics I moved them with my user, I will try to burn them into a disk.... maybe its solved that way, anyways I want to bacup the archives
EDIT:
I tried to open them again, and aparently they are locked, it says to display the files properties to unluck them, but I see no unlocking option in the properties box, now the only boxes checked are the ones like the ready for achiving and the indexing for faster searches.....
