And it is very important that whatever city I live in has good, inexpensive transportation options for exploring Europe.

Neuss is in the Ruhrgebiet, a huge metropolitan area with many bigger cities like Duesseldorf, Cologne, Dortmund, etc.
You can get to all these cities easily by train. If you want to explore Europe from there, well there are Airports in Cologne, Dortmund, Düsseldorf. Some of them offer really cheap flights too.
Also there are many clubs, you won't find too much trance though. It's more Techno, Minimal, Electro, House etc.
I haven't been to Neuss though, so you might want to wait for other replies.
