Yeah it waaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaas a brit show. Colin and Ryan were still on every show back then and the host was some bald british guy, his name was boring fuckhead or something. Proops was on it often, as well as a bald british guy with grey hair and black eyebrows, and a british lady with black hair. Phil Lamar was on as a guest a lot too. I believe since Drew Carey was friends with Ryan Stiles who was a regular on the british version, and Carey had his own show and some weight in the industry, he decided he liked brit Whose Line and brought it to american TV as the host with new comedians.
Then again that could be completely wrong and the decision instead made wholly by ABC execs who decided to make Carey host and keep Stiles when they brought it to the US and aired it after the Drew Carey Show because it all fit together nicely that way.
I like to think Carey had more of a hand in it since he made it plain in interviews that Green Screen was something he did mostly on his own because he liked the Whose Line improv concept so much, so he does do that kind of thing. And he was also the Executive Producer of american whose line (as well as the host) from the beginning in 1998, so that supports that it maybe was his idea to import the show. I'm sure ABC would have hired someone else as the EP if it was their notion to import the show.
The recent "Drew Carey's Green Screen" show, which is basically Whose Line with background animation, first aired in Oct 2004 but was taken off the air a month later. It is not officially cancelled and there are lots of unaired taped shows that are waiting to be snapped up by someone and possibly shown in the future, as well as potential production of new shows. The only actors from Whose Line who appear on Green Screen are Proops, Mochrie, and Sherwood (and Carey). Proops and Colin are getting old now though...
About this particular Richard Simmons scene, it's really subpar compared to funnier moments i've seen.
