they may vary state to state but on highway especially, but traffic in general, it is a constitutional thing because it is dealing with mainly 4th amendment search and seizure rules. Its pretty much same across the country. Lots of little things can go into it. Basically boils down to them having a probable cause and then a 2fold test
1) did you have a subjective belief that what you were doing was private and to yourself and shouldnt be intruded on
2) Is society willing to agree that that was a reasonable expectation of privacy.
if their cause doesnt overpower that expectation, youre fine.
also pretextual stops (pulling you over because you have busted light, but they actually think you have drugs) is illegal also. As long as you dont have any visible stuff, or smelly stuff...youre fine.
