First check your sound works in Cubase, just try importing an audio file and then playing it and see if it works. If it does, and the latency is OK (the delay between playing and hearing, this may be easier to check when you have a synth loaded up...), then create a new MIDI track (double click in the empty space where the tracks go). Then go to the VST instruments window (F11) and load a synth, and set the output of the MIDI track you just created to this VST instrument. Try jamming and see if it works. If not, watch the transport bar, and see if there is any indication you are pressing a key (MIDI input) - if not, go to Devices, Device Setup and check the MIDI keyboard input is enabled. Sorry I've not go in to detail, I'm guessing you've probably figured this out anyway, but let me know if not.
