I'm sure this was not something he came up with on his own. He is the promoter and not the club owner. There was proabbaly a lot of pressure for this. As his core audience has been over 21, this is really not a bad compromise. When I was under 21, I wish could have been getting in to a nice club to hear great music. He even made it cheaper for you, when he could have easily kept the same door charge.
For those under 21, go to the club regularly and become friendly with the door people, you never know.
Like I've said before, I personally like the energy that the younger crowd brings, but business is business, I suppose.
