Moral Hazard

Likelihood is that it will cause the same sort of damage as most huricanes but not devistation as scene with Katrina. Level 4 huricanes are not uncommon but Katrina is a special case because it happened to hit a city that is largely below sea level so the water built up rather then draining. So long as Rita doesn't hit N'awlin's or dump the lion's share of it's water in the Mississippi watershed it shoudn't be too spectacular.
