I don't think that's the case, I think that's covered under "fair use". Just like it's considered legal to "rip" a CD to your PC for personal use as long as you maintain ownership of the original CD.

Regardless of any of this, you CAN NOT sell the music whether you own a copy of it or not. Owning a copy for yourself means that you own the right to listen to the music for personal use, it does NOT give you the right to sell it. That's very illegal. You aren't even supposed to play it in a public performance, but that's overlooked because it's essentially free promotion.
When the pro's release mix CD's, they have obtained rights to sell that music from all the artists, and those artists receive royalties.
