Get yourself a copy of FL Studio or Cubase SL since you're starting, and then go to kvr-vst.com and find some freeware vst synths and effects (there are thousands of them for you to pick from, but you should really check out Triangle 2, Synth 1, Superwave P8 and Drumatic (if you prefer synthesized percussion rather than sample based) ), and you should be able to find some freeware samplers as well.
Also, you might just want to stick with FL Studio and get a good sample CD and start with that, and wait a bit on the synthesizing part until you get a better understanding for sequencers and MIDI.
