okay, here we go ... I wont comment on technical things too much, I think 64kbps is a bit hard to judge that from 
I like the slow introduction of different percussive elements. I have to say everything seems to be in its place and everything has a crisp, clean sound. The percussion and groove is great. I especially love the snare sound... it just works 
Okay, when I saw the length of this I thought this is gonna get lengthy and boring, but you prove me wrong. You actually manage to make a lot of interchange through lots of interesting changes. Respect.
Now at 3:15 and I'm really surprised how seamless the hi sweep evolved into the synth line.
Now comes the really experimental stuff@~5:00 ... again nice stuff with the filters. The bass works very well for me btw. And you introduce new percs again. Might increase the cutoff of the filters, you might have some additional space for your synths in the upper mid frequencies here.
After the breakdown @7:40 you might have introduced another element, in the long run, it could use a little more "spice", if you know what I mean. But again I have to say I like the groove here 
9:40 ... now what is this? A breakbeat part. Nice idea for a little interchange, but it doesnt give me too much.
The end gets insane. I still dont know where the full on is in here. It's too slow and not enough driving to be full on. Which doesnt mean this tune cant be good of course... its just not the right genre description 
Anyway, were getting to the last part with the really strange synth.
IT SOUNDS LIKE THAT LASER GUN FROM HALF-LIFE!!
Oh, I like the sound somehow. Might consider gating it, try to play around with glitch a little in order to make this interesting till the end. 
Not too much my genre, but I was still somehow digging it. Good job
