I Want To Quivver (How do I get that Calling your Name Sound?)

In Libra pres. Taylor - Calling Your Name (Quivver Mix), 1:57 in, Quivver uses a much used sound which I am dying to imitate but have no idea what the sample is or where it comes from.

It kinds of reminds me of a naval radar effect sound with plenty of delay fx on it.

If anyone has this remix and knows the sound I mean please could you tell me what the sound is and how to acquire it!
