I'm not aware of the details relating to timing, etc. But I do know for a fact that the gov't is still paying media dollars to market the initiative (and they wouldn't be spending money to push it, if all positions were already filled).

Nice post RJ, if I didn't have a job already I would definately jump on this for the experience.

I do a lot of work in GIS (geographical information systems). In fact I'm posting from the GIS lab @ UofT
