It's a piece of cake with cubase. But on the other hand, you said a small piece of software so I guess it's a bit overkill to get it only for timestreching, If you don't allready use Cubase that is.

for a small, cheap solution, you might wanna try Acid or another sonic foundry product.They're loop based, so you can import your sample, adjust the bpm and then export it for use in another program. I'm sure you can even just use the demo for a bit.
