The War on Terror is not a war. War is "A state of open, armed, often prolonged conflict carried on between nations, states, or parties" Terror is neither a nation, state or party. I object to characterizing it the same way as the War in Iraq, just as I object to the phrase "War on Drugs."
As for your main question in the title, the answer is both.
