yea that guy doesnt know how to flow especially with "Dancing In The Moonlight" what the hell was that track all about.
To answer your question. I dont know of any other artists that talk slow and janked up during their tracks other than if u listen to a diesalboy d&b set some mc will annoy the hell out of you, i dunno about you but i think it is wrong when the mc can talk faster than the beats.
Similar styles is a tuffy because Scooter as u know has alot of styles he uses in "No Release" is way way different from "How Much is the Fish?". For similar sounds i think E-Rotic uses a little bit of the same stuff in their tracks. Either that or they just sound a little similer to just me.

If you want the same music style without the MCing, there are plenty of instrumental versions...
Just give me a track with him and I'll give you the instrumental...
(P.S. I'm very happy to see that not everyone here knows that Scooter are 3 guys, I mean it cause that means they're not that commercial are they? hehe )
My Mate got a scooter CD yesterday. No Time To Chill. It's really good. I'd heard "How much is the fish?" before but the rest was also really good. Where are Scooter from? I think they are from Germany. At least that's where their mailing adress is! hahaha

Scooter have some really cool sequences, I guess it's a good piece of work for remixers. One can really make some good trance from it.
