sampling

i want to take some samplings from recordings that I only have a low quality MP3 of. since i really don't know anything about audio, does anyone have any insight?

Load them into a wave editor that can decode mp3's, like soundforge or audition. Make the sample you want to use and save them in whichever format you want (.wav, .aiff etc)

In some contexts it's acceptable, provided you just use the sample as a kind of dub-style vocal and it's heavily processed anyways. Otherwise, probably not a good idea.
