Ableton Live contains pretty much everything you need right from the start. It also supports recording. Reason is another program that contains everything needed to make software-based electronic music, but you can't use VST/DX plugins or record audio. Generally people don't settle for all-in-one packages, but expand their setup with various plugins / hardware.

First of all, M-Audio is a company that makes mostly hardware with great price/quality ratio. Cubase instead is a sequencer and a great one for that matter. You can make and record beats in any of the following popular sequencer: Cubase, Ableton, FL Studio, Sonar, Project5. There's also a great freeware sequencer called Reaper. All these support audio, midi and VST's, it's pretty much a matter of which interface suits you best.
