A good drum sample player like Battery (which I use) and a few sample CDs would be a good investment IMHO.

Perhaps something like phatmatik pro which allows you to load drum loops into a vsti sampler and then chop and effect them inside it live. You can then have certain parts of a loop sent to different outputs/mixer channels for processing e.g add more reverb to a snare etc. Kind of like a live vsti recycle.

Then some free or paid for fx to process your sounds e.g an EQ, compressor, reverb, delay and gate will help mould the sound you are looking for.

Thanks for the help chronosis that was really helpful website. What I was more interested in though was a specific program for someone to use that contains everything that you would need to make electronic music. I understand cubase and maudio are sequencers, but can I make the actual beats with those programs or do I need a separate program to make the beats and one to record them. Thats what Im confused about. What is a program that I can make and record beats off of?... Preferably with sound plugins etc.

Ableton Live contains pretty much everything you need right from the start. It also supports recording. Reason is another program that contains everything needed to make software-based electronic music, but you can't use VST/DX plugins or record audio. Generally people don't settle for all-in-one packages, but expand their setup with various plugins / hardware.

First of all, M-Audio is a company that makes mostly hardware with great price/quality ratio. Cubase instead is a sequencer and a great one for that matter. You can make and record beats in any of the following popular sequencer: Cubase, Ableton, FL Studio, Sonar, Project5. There's also a great freeware sequencer called Reaper. All these support audio, midi and VST's, it's pretty much a matter of which interface suits you best.
