This is the most original competition I have ever heard of. It is being run by an Australian radio station. Basically to enter - you have to remix Fat Boy Slim's "Star 69". He has broken the song into its elements/samples and made them available to download and remix!!
Fat Boy Slim will then pick a winning entry from these remixed tracks.
couple of catches - no copyrighted music to be used in the track and you must be 25 or under (youth awareness style comp) You can however add any original music.
I have no idea if overseas submissions are allowed - but you might like to get the samples and try you skills out
