Not too sure if I understood your second question, but here's a lot of words - one of which might make an answer.
The cueing section and the hot cue section should be seen as two separate things. With the HOT CUE function, you can just around a CD (or jump around a folder within an MP3 CD - but NOT from folder to folder. (Ie, if you're in 'Trance' folder, and you've set a hot cue in 'House' - you can't instantly jump from Trance to House by hitting a HOT CUE button.
So - HOT CUE will let you jump to a stored cue point (stored as either the A B or C HOT CUE buttons).
The CUE memory will let you store loads of cue points on loads of tracks - and then use the 'call' button to scroll through them all. Each time you set a cue point, hit 'memory' - and assuming you've got an SD card inside your deck, it'll store that cue point to memory. Then, just use the 'Call' button to skip through the different cue points for that track.
Your tune will stop playing when you do this though, as it finds the new cue - these stored points AREN'T hot cues that jump and start playing instantly.
When you go to that cue point and set it as the cue, each time you hit the CUE button it'll retun to THAT cue point.
You'll notice that the track numbers (top left on your display) will sometimes have a red line underneath them - that means you have a stored cue point set to the memory card for that track.
I'll keep thinking about this, and work out if I've missed something/got something a bit 'to the left' as I'm hungover after yesterday's birthday celebrations - but I hope somewhere in there - your question was answered.
