at the bottom of the reply thread or a new message thread..
click on "Browse" beside the "Attach File"..
then u select the file u want to be ID'd..
making sure its smaller than 550kb..
and there u go

Like infinity said, but if you want some real help "id"ing the song you'll have to have a long enough sample. And Like infinity said "smaller than 550kb".
