But Petraeus stressed that military force alone is "not sufficient" to end the violence in Iraq and political talks must eventually include some militant groups now opposing the U.S.-backed government.

"This is critical," Petraeus said in his first news conference since taking over command last month. He noted that such political negotiations "will determine in the long run the success of this effort."

Petraeus listed a series of high-profile attacks since U.S. and Iraqi forces began the security sweep three weeks ago, including a suicide blast at a mostly Shiite university and an assassination attempt against one of Iraq's vice presidents.

The Pentagon has pledged 17,500 combat troops to the capital. Petraeus has said the full contingent should not be in place until early June. He declined to say how many U.S. forces will be deployed to Diyala, which the group al-Qaida in Iraq has made one its main staging grounds.

Military officials believe many insurgents have shifted from Baghdad to Diyala to escape the security operation.

"Car bombs have targeted hundreds of Iraqis," Petraeus said. He also denounced the wave of other attacks, including the "thugs with no soul" who have killed more than 150 Shiite pilgrims in the past three days.

"We share the horror" of witnessing the suicide bombings and shootings against the pilgrims, he said.

Hundreds of thousands of Shiite pilgrims have been streaming by bus, car and foot toward the holy city of Karbala, about 50 miles south of Baghdad, for annual religious rituals that begin Friday.

The Shiite religious rites mark the end of a 40-day mourning period for Imam Hussein, grandson of the Prophet Muhammad. Hussein's death in a 7th-century battle near Karbala cemented the schism between Sunnis and Shiites.

Petraeus said U.S. forces are ready to help provide additional security for the pilgrims if asked by Iraqi authorities.

"It is an enormous task to protect all of them and there is a point at which if someone is willing to blow up himself ... the problem becomes very, very difficult indeed," he said.

But Petraeus added that he saw no role for the powerful Shiite militia known as the Mahdi Army, which had sent out fighters to guard the pilgrimage in the past two years.

He said "extremist elements" in the militia have been engaged in "true excesses" in the past — an apparent reference to suspected gangs carrying out targeted killings against Sunnis.



US troops and the "coalition" are literally scared to engage these sunni units including Al Qaida because their brutality hits their conciousness. Note how the mainstream media always tries to hide and downplay their "activities" and even the recent slaying of 18 collaborating policemen was covered up with a wimp mention condemnation from the white house.
That's why they target these shia armies that are of no consequence outside their little areas but also to appease sunnis. Notice also how there are never any american casualties in these bomb attacks on shias which means 2 things that US forces don't care to protect civilians or worse yet is that they are complicit in these attacks. The bombers are said to be motivated by money and sometimes strapped to their vehicles . No one in iraq has money except US administration. There is a wicked ethnic game here of divide and conquer here at play

You analysis is completely wrong.

The First Law of Viet Nam States:
In order for the US to win they must move the country to Order. In order for the enemy to win they must move the country towards Chaos.
Sunni's and Shia blowing each other up = Chaos (i.e. working together)

The Second Law of Viet Nam States:
The primary fudge factor that the US can use to artificially inflate the measure of Order is the Media. The secondary fudge factor that the US can use to artificially inflate the measure of Order is ignorance of Americans.

The Third Law of Viet Nam States:
You don't have to coerce your own media or population to participate in the fudge factor, because their primary loyalty is not to the truth but to support their nation in wartime.

The Fourth Law of Viet Nam States:
Civil War is a checkmate for Chaos against Order. They have already won. Keith Olbermann is part the exit strategy. Democracies can generally only change course at election time. The Democrats will complete the exit strategy.

And what about the militants killed in the security crackdown ? Are they all Shias as well ?

US troops don't engage sunni groups that are killing them in 90% cases except by occasional air bombing . Their thinking is that it will appease sunnis to accept american occupation but sunnis fight shias because most of them have come and taken power along with americans. Sunnis have a goal to expel American occupation from Iraq and once they are out, this civil war could stop. Sunnis are completelly controlling everything north and east of Baghdad and it's a no go area for US troops

Wrong , US officials want to control all the factions while dividing population. They control kurds and mostly shias but none of the sunnis

And control which means having local puppets is much more preferable than peace . Dividing population to fight one another for power is at the core of the problem or solution for occupation. After all American troops are not there as peacekeepers but pursuing a set agenda that suits only US interests .As far as democrats , they are just political opportunists, they all voted for war, they all supported till very recently because not even this media could keep out the carnage going over there. Americans may not like war in Iraq but they will hate peace because whichever faction becomes dominant will be completelly hostile to America

That interpretation is counter to the nature of the conflict. It's the modern era. The distinction between:

A solider in a body bag and a civilian isn't significant in a Chaos strategy. If its easier for a Sunni to kill a Shia than a Sunni to kill a Soldier, then a Sunni will kill a Shia. Not because of sectarian motivations, but because death is the most valuable unit of currency in a Chaos vs Order war.

In other words sectarian violence is merely a Trojan horse that allows the civilian body count to go up, and with it the Chaos.
