How to create this sound

I trying to create this sound, but dont know where to start, does it sound like a flanged guitar, i dont know thats why I am asking for your help

Sounds like a guitar but could just be a random synth.

Definitely reeverb heavy and possibly has a phaser and/or flanger attached to it.
