Music first, usually. That's why the vocals tend to be so ridiculously generic.

Vocals are so wrong sometimes.

I dont like that many vocal tracks, they have to be of sheer quality for me to like them. ie Everytime, Skydive, Pearl River.

Prime example. 4 Strings slapped a vocal on the brilliant instrumentals of 'Into the Night and 'Diving' and made them sound hideous. In an sorry attempt to make them commercially viable.

theres no general formula for this ....

it all depends on what the producer is used to .. or prefers....
