creating GIF animations from a larger MPG/MPEG

Alright, so ive been trying to do this shit for a long time now and ive had NO luck!

I need someone to tell me how to do this....

I want to take a larger file (MPG/MPEG) and cut a small 2-5 second section from that file, and convert it into a GIF that plays on a loop constantly.

If there is a program (that is VERY user friendly) that is free please tell me where to get it...ive looked on download.com and searched google god knows how many times...but all the programs ive downloaded havent been any help...please someone help me!
