Looks like Beatport is starting to wise up and are interested in listening to DJs regarding territory distribution. When they put BeatPortal online, they got rid of most of their forums, but today they created a new forum specifically to address territory issues. it looks like not many people know about it, and unlike alot of forum shenanigans, you might actually make a difference by contributing to this thread.

Kudos to them for starting the process. I reserve final judgement until I see positive action, but this is a step in the right direction.
