Well, you can kind of stream it, but not properly. What you can do is to use some kind of download manager like GetRight or something, and just open up the file and listen to it as it is downloading. You can't do this without a download manager generally, becuase Internet Explorer hides the partially downloaded file somewhere down in the bowels of temporary internet files somewhere, and doesn't copy it to the place you download it to until it finishes.
This isn't true streaming however, because you end up with the file on your computer at the end, and it uses all the bandwidth availabe. If you stream it then it limits the bandwidth to only as much as it needs and you also get buffering.
