Well thats how it does it. By adding a phase shift (a time delay measured in milliseconds) to 1 channel of a stereo pair. Which either causes beating or reduces it/eliminates it depending on what the phase relationship is in the original stereo track.
If its so fucked you'll never be able to fix it, but by progressively adding more phase shift you can at least make it sound massively worse and identify what instruments are causing problems. Then go back and remix it, remove it entirely or change its pitch (and therefore periodicity so it no longer causes the same pattern of destructive phasing.)
