On Scooby Doo it was always the property developers dressing up in monster suits scaring the current tenants out so they could turn the land into something useful. I was always annoyed by Scooby Doo because of the way they did the static background vs the dynamic foreground. Because anytime there was a trap door or something in the floor it totally stood out
