nowadays you can actually as mp3 compression fucks up the peaks in tracks often. so if you have a track that is very low in volume before the mp3 compression, it can seem that it's peaking at 0dB after the compression even though it really isn't (wasn't in the original uncompressed file). annoying problem, i've found. i even made a thread about it a while ago called "mastering of individual tracks" or something like that.
but anyway, yeah use the gains to set the tracks to similar volumes.
