I got a new computer last week and I had to migrate my library as well. After messing around with iTunes, I figured it out and it's quite simple. All you have to do is hit File, Export Library and iTunes will save a file of the structure of your library to your hard drive. You should notice where this file saves and then move it to the new computer. Now, when you are going to move to your new computer, all you have to do to ensure everything works is that you keep file paths the same. By this I mean if you kept your files in a folder with a path of C:\My Documents\My Music\iTunes or something like that, the path has to be the same on the new computer. Otherwise, the exported library is useless. So if your old computer had all of your music files in the My Music folder on C: Drive, put them there on the new computer.
From within iTunes in the new computer, hit File, Import and find the Library.xml file you exported earlier. As long as the directories for all the music files are the same, it'll take just a few minutes to import (based on the size of your library).
