Progressive in what way? If you're thinking about "forward thinking" or "intelligent" (although that's a pretty stupid term) then there are couple of artists who did that kind of techno at the beginning of the 90s, such as B12 guys, The Black Dog guys, Richard James under his Polygon Window moniker, Kirk Degiorgio, Simeon Bowring, Speedy J, Richard H Kirk...
There are also some great compilations on Kudos and A13, such as Types, The Kudos Digest: Issue A (and B,C) and Experimenta. And of course Artificial Intelligence I&II on Warp

hes got a trance somewhat sound to him, really enjoy listening to his sets.

Green Velvet.. John Digweed. i dont know too much techno, but their sets are pretty good.

To be honest, I was thinking the other day that I wouldn't really mind if such a buzzword genre became popular. There's a 90% chance it would be hot.

Beroshima - Horizon is a recent example that could be described as progressive techno. In days past, the term could describe work from Jamez, Oliver Lieb, Underworld (Kittens!), or even Max Graham (Shoreline, for example).

In today's musical climate, that's about as close as you'll get. Unfortunately, I don't consider Pig & Dan to be especially progressive. Recent releases on Cocoon are moving in that direction, though.
