Not sure if it's the best, but the new Nero suite works wonders for me. It lets you author your own DVDs, split them by chapters, etc. and supports cue sheets among a lot of other neat stuff. I'd definitely recommend it.

If you are ready to shell out lot of money for a burning software, go for NERO.

I personally use PowerISO's inbuilt feature which lets you burn CD/DVD's. I mostly burn ISO files and this is perfect for me.
