Pitch shifting vst?

I'm looking for a VST that can change the pitch as a percentage much like a turntable would...ie pitch and tempo increase/decrease together. So for example I could put in a 127bpm track, do the maths and make it 130bpm with the accompanying increase in pitch. Does anyone know of a plugin like this?

Cubase SX3...seems the only way to do it is through pitch shift which only lets you adjust as semitones
