If you paper is on IP in general (not just music), I'd suggest checking out http://www.thetruecosts.org/portal/truecosts/default. IP is a way bigger issue than music and fake purses...
You can't really use the argument that it promotes the producer because if they wanted to be promoted without getting royalties, they'd just provide the track for free (which many do). You also can't use it because 1) it's a demo, not reaching a wide audience; and 2) you could use that argument for every ripped off track. "I was just promoting AvB's new release..."
I see where this is gray though. It's a demo, not for profit, duplicated in a limited way, and made difficult to rip off because it's mixed in and out of. Last but not least, with the tens of thousands of dj's making a new promo every week, it'd simply be impossible to buy rights to every track used.
As a rule of thumb, though, I pay for what I use.
