Yes, the Champions League is the main competition, and UEFA Cup is a secondary competition.
The top leagues in the UEFA ranking by nations (Italy, England and Spain) work in the following way:
a) the champion and the 2nd placed go directly to the Champions League
b) the 3rd and 4th placed go into a knock-out round versus teams from other countries. Whoever wins those games, goes to the Champions League. Whoever loses, goes to UEFA Cup.
c) the 5th, 6th placed, or possibly others, depending on who wins the national cup(s), go to the UEFA Cup.
So what you heard the commentator talking about is that Barcelona no longer applies to a) but will go to b).
The leagues that are weaker than the italian, spanish and english ones, have less teams going into these competitions. For example in Portugal the 4th placed goes to the UEFA Cup instead of playing the knock-out round for qualifying into the Champions League. In really shitty countries like Armenia or whatever, only the champion can go to the Champions League, and even then they have to win 3 knock-out rounds to reach it.
