This initiative will amend the Constitution of California to defend and safeguard the inalienable rights of the People against infringement by governments and corporations, providing for the lawful growth, sale, and possession of marijuana. Marijuana will be taxed through a system of stamps and licenses--a $5 stamp will be required for the sale of an eighth ounce of marijuana and a $50 annual license will be required for the growth of one marijuana plant. To protect participants and encourage participation in the system, such licenses and stamps will be available anonymously in stores where marijuana is sold.
Looks like this might get interesting.. I really dont think it will pass though but you never know

I know nothing about standard 'pricing,' but $50 a year to maintain a plant seems fairly reasonable. XD

who would pay $50 to license a single plant when there are thousands of growers around the state who've been cultivating dozens of "unlicensed" plants at a time, successfully, for years while remaining way off the radar? it seems like a pointless formality to me. you can't regulate weed, the market economy around it is already perfectly efficient with or without big brother's approval. even if this goes through, you're only going to have the paranoid/inexperienced minority buying these licenses while it's business as usual for the remaining 95% of the industry who enjoy their tax-free income. and $50 an 8th is already overpriced, who'd be willing to pay a 10% tax on top of that just to be able to call theirs "legal"???

$50 per year for a plant is way cheaper than buying weed on the street, and it's not a particularly difficult plant to grow. If you get 3 harvests per year and harvest 4oz to a pound (depending on your strain and growing methodology) each time that's about 25 cents per 8th out of your pocket. if you're growing for personal supply just a couple plants will keep you hooked up fat year round for less money than most stoners spend on nug in a month.
whether or not people go for the licenses and stamps, this measure would mean massive changes in lifestyle. for example:
Smoking in public (without fear)
Cafes and Chef Specialties
Home gardening and cultivation
Availability in Night Life Bars/Clubs
More pysch studies
Open discussions with Family members and public forums
furthermore, the cop on the street won't know if the weed you're smoking was taxed or not, and he'll have to have probable cause to investigate it further (which is a protection you don't have now). even if, like many, you already have no trouble obtaining weed and finding ways to smoke it without getting in trouble, this would still have significant benefits to you.

This is a crock of shit anyways. You can TECHNICALLY get a permit to grow the hemp variety legally in the states, but it is pretty much impossible to get the license. This will be the same.
