Finalizing was explained above, but basically, if you choose this option you can't write to the CDR again once the burning session is done.
Overburning is writting over the 'allowed' burning area. Not all burners can physically do this because the CDR head simply won't allow it. It can physically harm the CDR which is why there's always lots of warning if you're going to do this.
